OUR QUALITY SERVICES ARE BASED ON A WIDE RANGE OF EXPERIENCE
Coast and Harbor has provided project management services on a wide variety of projects. We have managed large projects (e.g., $55 million new federal courthouse) and small projects (e.g., $500 thousand public housing modernization) and we have participated in the management of some of the largest projects in Eastern Massachusetts (e.g., $750 million new convention center).

GSA New Border Station, Calais, ME $50 million (On-going)
Calais LPOE
Serve as construction manager as agent (CMa) (i.e., owner's project manager) on behalf of GSA.
  • Preconstruction services including design review, constructability review, value engineering, cost estimating, and schedule review
  • Construction phase services including construction inspection, contract administration, change order management, schedule review, administration of design agreement, and project closeout

GSA New Tornillo-Guadalupe Border Station, Fabens, TX $54 million (On-going)
Serve as construction manager as agent (i.e., owner's project manager) on behalf of GSA.
  • Preconstruction services including design review, constructability review, value engineering, cost estimating, and schedule review
  • Construction phase services including construction inspection, contract administration, change order management, schedule review, administration of design agreement, and project closeout
  • Act as Commissioning Agent

GSA New Border Station, Derby Line, VT $30 million (On-going)
Serve as construction manager as agent (i.e., owner's project manager) on behalf of GSA.
  • Preconstruction services including design review, constructability review, value engineering, cost estimating, and schedule review
  • Construction phase services including construction inspection, contract administration, change order management, schedule review, administration of design agreement, and project closeout

Construction Management Support Services for US Army, Corps of Engineers, New England District (On-going)
Provide construction management services on an as needed basis including but not limited to:
  • Construction inspection
  • Cost estimating
  • Schedule analysis
  • Evaluating change orders and claims

GSA New Federal Courthouse, Springfield, MA $55 million (Completed 2008)
Serve as construction manager/administration (i.e., owner's project manager) on behalf of GSA.
  • Construction phase services including construction inspection, contract administration, change order management, schedule review, administration of design agreement, and project closeout
  • Hold and manage testing and inspection contract
  • Hold and manage commissioning contract

GSA IDIQ for Northern New England (On-going)
Provide project management services on an as needed basis.
  • Construction inspection

  • Evaluating change orders and claims
Task orders to date have included the upgrade of a border station in Coburn Gore, ME (construction budget, $500 thousand) and the upgrade of a Customs and Border Patrol office building in Houlton, ME (construction budget, $1.2 million)

GSA Blanket Purchase Agreement (On-going)
BPA Zones
CHA was awarded a Blanket Purchase Agreement (BPA) through GSA Schedule 871-7 to provide construction management/project management services for renovation projects above $3 million and new construction projects above $5 million owned and/or leased by the General Services Administration (GSA) and located in Zones A and B.

GSA Schedule (On-going)
Provide project management services through GSA's Schedule 871-7. The Schedule allows all agencies authorized to procure services off the GSA Schedule to procure a full range of construction management services from Coast and Harbor.

City of Lowell, Parking Garage, Lowell, MA $25 million (Completed 2008)
Serve as owner's project manager on behalf of the City of Lowell.

Winn Development, Columbus Center, Boston, MA $650 million mixed use development including luxury condominiums, a five star hotel, three parking garages, first class retail space, and two public parks to be built on decks and tunnels to be constructed as part of the Project (On-going)
Provide project management services on behalf of Winn Development.
  • Negotiate and draft design, consultant, construction, utility, and railroad agreements
  • Administer contracts
  • Negotiate and process amendments and change orders
  • Assist in preparation and closing of other project documents

Hines Interests, South Station Office Building, Boston, MA $350 million office first class office building to be built over South Station (On-going)
Provide project management services on behalf of Hines Interests.
  • Negotiate and draft design and consultant agreements

CHA is providing project management services on this $100 million high school project.
